Regulatory Services from Colin’s Cosmetic Consultancy, United Kingdom

The services listed below are provided by Colin’s Cosmetic Consultancy (CCC) from their lab in West Sussex. As a Cosmetic Scientist, Colin Sanders has over 30 years experience across the sector including formulation, product development and testing, cosmetic regulations, and accreditations.

Safety Assessments (CPSR)

The Consumer Product Safety Assessment is required before a product can be sold. It includes information about your product including the formulation, directions for use, micro testing data, GMP compliance assurance and stability data.

CPNP and SCPN Portals

All products sold within Europe must be registered on the CPNP portal, or Cosmetic Products Notification Portal. Similarly any product sold in the UK must be registered on the SCPN portal, the Submit Cosmetic Product Notification Portal.

If you sell both in the UK and Europe you will need to register your products on both.

Each product is registered within your account on the relevant portal. This is a one-off process and is simply intended to allow medical professionals to identify the components of your product quickly and easily in the event of a consumer reaction or emergency.

To register a product you will need to provide the quantitative formulation along with images of the product and it’s packaging so it can be visually identified.

Stability Testing

To sell a cosmetic product you must be able to demonstrate its stability. An industry standard way to do this is with a 3 month basic stability test.

This requires four samples of your product in packaging as close to that intended for market. They are stored at Room Temperature, 4°C, 30°C and 40°C over a three month period. During this time samples are inspected to assess potential changes in odour, form and colour with findings provided in a formal report in the recognised format at the end of the testing period.

Challenge Testing

The test is the gold standard for checking if your product’s preservative is up to the job by challenging it with a range of organisms to measure how quickly it clears them.

The test takes around six weeks to complete and you are supplied with a report of the results.

Pack Copy Check

A review of your pack copy, up to 6 panels, checking for the presence of required information such as INCI list, registered address, country of origin, weight and shelf life.

A panel is each individual piece of artwork - so for example artwork for a front label, back label and the box into which they are packed would count as three panels.

This also includes checking the suitability of wording or symbolism. This usually applies to ethical or environmental claims which are vastly increasingly in popularity but which must be interpreted accurately and truthfully by consumers.
